Tavira — the most balanced base
If you're not sure where to start, Tavira is the safest choice. It sits roughly in the middle of Ria Formosa, has regular boats to Tavira Island, a pleasant walkable historic centre, and a good choice of restaurants. It's also the most practical starting point for combining beach, town and nature without relying on a car all the time.
Faro and Olhão — close to the airport, in the heart of the Ria
If you're flying in and don't want to waste time on transfers, Faro and Olhão are two practical bases right next to the airport. Olhão in particular is a genuine fishing town, with an excellent municipal market and boat access to Culatra and Armona islands — less touristy than Tavira, but just as well placed for exploring the Ria.
Vila Nova de Cacela — to visit the village of Cacela Velha
At the eastern end of Ria Formosa lies one of the Algarve's best-preserved villages: Cacela Velha. There's no accommodation inside the village itself — the practical base is the parish of Vila Nova de Cacela, or Tavira further west. This is also the quietest stretch of the Ria, away from central Algarve's mass tourism.

Castro Marim — nature, marshes and birdwatching
If you're coming specifically for the wildlife, Castro Marim is the right base. The Sapal Nature Reserve, right by the town, is one of the best places in Portugal to spot flamingos and other waterbirds — and it's just minutes from the Spanish border.
